LIMITATIONS — US SLED Contact Directory

Everything below is a DISCLOSED_SEAM: a place where the delivery is intentionally incomplete relative to the literal request. None of these gaps is hidden, and none is filled with fabricated data.

Field seams (requested fields the source does not publish)

  1. contactName — empty for all 19,453 records. The NCES CCD LEA Directory

does not publish a named individual per organization. No names were invented.

  1. contactTitle — empty for all records. No per-person title exists in the

source.

  1. email — empty for all records. No email addresses are published; none were

guessed or pattern-generated.

  1. domain — empty for all records. The CCD directory has no website field.
How to fill them (the plan, see design/CAPABILITY_GAP.json): resolve each
organization's domain via IPEDS / official-site lookup / enrichment with a
verified-match threshold; then obtain named contacts + titles + emails from a
licensed SLED provider (e.g., GovSpend/ZoomInfo) or per-state superintendent
directories, attaching a source URL to every added value.

Scope seam

  1. Education layer only. "SLED" is delivered as the K-12 public-education

census. **State agencies, county/municipal/local governments, and higher-ed institutions are not included** in this build. Planned v2 sources: IPEDS (higher-ed), Census Census-of-Governments + SAM.gov (state/local).

Data-vintage & validation seams

  1. Dataset year is 2023 (the newest CCD directory year the source returns). It

reflects that collection cycle, not today.

  1. No official benchmark / independent reproduction. Phone numbers were not

re-confirmed by dialing, and the data was not cross-checked against a second authoritative source. Correctness rests on NCES authority + the captured integrity chain. This is why the Evidence Grade is below A.

  1. Access layer. Data is read through the Urban Institute Education Data Portal,

the documented public JSON mirror of NCES CCD. If that portal and NCES ever diverge, the portal is what was captured (provenance URLs make this auditable).
